Arab-Chinese summit.. ‘Horizons and Visions’ as diplomacy of 2nd track FLASHES
.. does it refer to take revenge from USA and its Westerners?!

In the light of struggle over international sovereignty, especially after the United States of America dominated the world, east and west, for years since the collapse of the Soviet Union Arab’s disappointment towards USA and its fellows about the Arab-Spring in which the United States didn’t protect is relation with its friends of Arab leaders and didn’t respect Arab Peoples’s desire of false freedom. China has become one of the forces of the rising power .. the next giant and a majestic power, as politicians and economists classify it, because it was able to conquer the entire world with its literary and material products according to the philosophy Every country has its own customs and traditions… hence the idea of the Arab-Chinese summit in Riyadh next December.
- Horizons and visions!
In view of a symposium held by the Institute of Arab Research and Studies affiliated with ALECSO, entitled the Arab-Chinese Summit: “Horizons and Visions,” in which a group of veteran diplomats, academics, experts, and Chinese Ambassador to Cairo Liao Liqiang participated. We are about to hold the Arab-Chinese summit in Riyadh next December. What caught my attention in the symposium was the talk of Ambassador Muhammad al-Orabi, former foreign minister, about “Track Two diplomacy” pursued by China as a mechanism for resolving conflicts and building peace between countries. It is a new and old concept in diplomatic work that was first used as a term by American diplomat Joseph Montville as an expression of informal diplomatic meetings between countries, away from the official track, which China pursues as an unofficial track through its cultural and media tools, highlighting its role in establishing international peace and security, and trying to resolve modern conflicts in which it is difficult to negotiate in an official diplomatic way.
- Second-track diplomacy!
Although the Arab-Chinese summit is tantamount to first-track diplomacy, China, in its participation in seminars for scientific and cultural institutions, organizations, universities, and institutes, translating books and conducting meetings with intellectuals and civil society representatives in Arab countries, before the Chinese-Arab summits, is tantamount to second-track diplomacy.
- Unique characteristics!
Perhaps this is what Dr. Imad Al-Azraq, Director of the Tahrir Center for Studies, meant in his speech, that China, despite being a large country, pursues diplomacy that has unique characteristics such as power partnership or partnership friendship, which is compatible with the Arab desire to build a multipolar global community.
- Knowledge & power!
While Dr. Rana Muhammad, a professor of political science, addressed the idea of Chinese diplomacy, which is based on the fact that there is no better formula but rather an appropriate formula in international relations, that knowledge is power and false information restricts power, and that common human values and safe interests are the motive for Arab-Chinese rapprochement, in addition to China’s need energy with an increase in its production.
- A larger level!
The forthcoming Arab-Chinese summit will include Arab-Chinese cooperation on a larger level, and there is an agreement that China will be an active partner in the issues taking place in the region and have a role in providing food security for the Arab region.
- Food security and alternative energy!
That the summit will be held with the participation of a large number of presidents, and China is keen to have a foothold and be active in the Arab region, saying: “The interests of the Arab region in the coming period are to have a relationship with countries that achieve what the Arab countries want in terms of food security and alternative energy.” Stressing that China is advanced in these things, and China is required to meet these needs with its policy.
